Initial public release
This is the first public release of the Quote Turnaround Time Calculator — Excel Measurement Template by Configure to WIN.
The workbook helps B2B commercial, pricing, sales operations and deal desk teams measure how long complex quotes take from the initial request to customer-ready release.
It separates the quote cycle into:
- active processing time;
- waiting time;
- rework time;
- post-approval release lag.
The workbook supports two complementary measurement approaches:
- milestone-based elapsed-time measurement;
- duration-based decomposition across five quote stages.
What is included
Measurement log
Record milestone timestamps for up to 100 quotes and calculate:
- preparation elapsed time;
- commercial calculation elapsed time;
- validation elapsed time;
- approval waiting time;
- customer-ready output preparation time;
- release lag;
- total quote turnaround time.
The worksheet also includes fields for:
- Quote ID;
- number of rework loops;
- rework duration;
- primary delay reason;
- contextual notes.
The supported primary delay reasons are:
- Missing inputs
- Product, price or cost data
- Validation clarification
- Approval waiting
- Rework
- Release lag
- Other
The Measurement log calculates elapsed clock time between selected milestones.

Enter fifteen duration inputs across five quote stages:
- Preparation
- Commercial calculation
- Validation
- Approval
- Customer-ready release
The worksheet automatically calculates:
- active processing time;
- waiting time;
- rework time;
- release lag;
- total turnaround time;
- the largest individual bottleneck.
The five stages contain the following inputs.

Worked example
A fictional example demonstrates the calculation method and produces:

Milestone-based measurement
The Measurement log calculates the following elapsed-time intervals:

Total turnaround time is calculated directly from Quote request received to Quote released.
The visible stage-duration columns do not necessarily add up to total turnaround time. In particular, the interval between Validation complete and Approval submitted is not represented by a separate calculated stage column.
Rework duration is recorded separately and is not added again to elapsed turnaround time, because it occurs within the measured request-to-release cycle.
Supported duration units
The Calculator inputs worksheet supports:
- Minutes
- Hours
- Business days
One business day equals eight hours in this measurement model.
Use one consistent unit for every duration entered in a Calculator inputs row.
The Excel workbook does not automatically convert between units.
Largest bottleneck
The workbook identifies the highest individual duration among the fifteen Calculator inputs.
This output identifies the largest recorded time component.
It does not automatically determine:
- the organisational cause;
- the policy cause;
- the data cause;
- the software cause;
- the appropriate improvement action.
When multiple inputs share the same maximum value, the Excel formula returns the first matching field from left to right.

Important measurement notes
- Complete the relevant inputs before interpreting the result.
- The Measurement log calculates elapsed clock time and can include nights, weekends and holidays.
- The workbook does not automatically calculate business hours.
- One business day equals eight hours only as a unit convention.
- Unknown Calculator inputs may be left blank, but the resulting total will then be a partial measurement.
- A partial result should not be presented as a complete reconstruction of the quote cycle.
- The milestone-based and duration-input methods are separate and do not reconcile automatically.
- The Measurement log measures elapsed flow.
- The Calculator inputs worksheet measures or reconstructs duration composition.
- Rework duration in the Measurement log is recorded separately and is not added again to elapsed turnaround time.
- The visible milestone-stage durations may sum to less than total turnaround time.
- The largest bottleneck identifies the highest individual recorded duration.
- The largest bottleneck is not an automatic root-cause diagnosis.
- The Primary delay reason field supports one main classification per quote.
- Additional delay causes should be preserved in Notes.
- Actual timestamps and reconstructed estimates should be distinguished when reporting results.
- Comparisons are meaningful only when the included quotes use consistent definitions and are sufficiently comparable.
- The workbook does not provide an industry benchmark, recommended turnaround time or performance target.
- The worked example is fictional and does not constitute advice.
