Sorry, but I don't understand your question. Can you explain? Is this not similar to a question you posted on webtrees?
Unless you have each user (or family set of users) exclusively with their own GEDCOM, you can not restrict users from editing outside their family (except living persons, using relationship privacy).
Of course, all edits would need admin approval unless you set the user account differently and if a user starts editing things that you feel they should not, you can warn them against abuse of privileges and terminate their access. -Stephen

No such feature, nor could it be easily programmed. My suggestion was a separate tree for each 'family', allowing members to only access and edit that tree. You could put it on a wish list, but I think it such low priority that, even if a new developer joins the project, there are so many other needs that no one would never get to it. -Stephen
