You do not say what version you are using or what steps you took. Using v4.2.3, we can not duplicate your problem.
On an operating system, we navigate to the Manage GEDCOMs page.
We select Create a new GEDCOM
We are presented with the GEDCOM configuration page.
On that page, we complete three blanks:
1) We provide a path to the new GEDCOM (even though, at this time, it does not exist). i.e. ./index/test
2) We provide the GEDCOM with a title. i.e. The TEST family
3) We specify that the main INDI ID number will be I1
We click SAVE at the bottom and the new GEDCOM (test.ged) is immediately created in the index folder and immediately imported into PGV. We can then navigate to the Welcome page and we can see the one INDI created. We can navigate to that INDI and modify the data.
Hope this helps. If not, please provide more information about your configuration. Is this an additional GEDCOM? What version? Is the site already running properly or have you just done an installation? Have you properly configured permissions? etc

It looks like the Gedcom file you are trying to import has an invalid format. Knowing the source of this Gedcom might help. You could try importing it into another program such as GDBI. You could try re-exporting the Gedcom from it's source. You could try importing a Gedcom you know is valid. You could inspect the Gedcom using notepad to try to spot a problem.

I read this, per his SUBJ (how can create new gedcom, without this error ), that he was attempting to 'create' a new gedcom, not import an existing one. The error messages he received would be appropriate if he failed to provide the URL to the index folder, name his new gedcom, and/or had failed to properly set permissions on the index folder before attempting to create a new gedcom. I can duplicate his error messages if I don't follow the procedural steps I posted.
