Is there a parameter that can be set to offset the time used for timestamps and/or displayed on the welcome page for a server in a different time zone?
I'm tweaking the new install for the Wasco County AHGP site, and given their focus, it seems odd for the time not to be displayed as Pacific, where they obviously are located, but the server is on the east coast.

I have read some postings from 2004 regarding the time difference on the welcome page prior to logging in and after logging in. Is this still the case or is there a setting I need to change? I have a user in Sweden who sees Central time (server location) prior to logging and local time after logging in. He is using PGV v4.0.2. Any answers are greatly appreciated.

There is nothing in the HTTP protocol that lets a server know the time-zone of a client.
PGV works this out by using javascript in the login form to collect the client time.
Therefore we can't know the client time until the user has logged in.
