This is pgtcl-ng 2.0.0. The ".tar.gz" download is the source release. This has been tested with PostgreSQL-9.1.0 as well as older versions.
The "-win32.zip" download is a binary release for Windows. It uses the Tcl stubs mechanism, so it should work with different Tcl versions. It will communicate with PostgreSQL-9.1.0, as well as older and (hopefully) newer releases. The Windows binary release is built with MinGW. It is not self-contained: you need EnterpriseDB PostgreSQL also.
Changes:
Version 2.0.0 includes 2 new commands and one new command option. It also contains a fix for a change in Tcl-8.6 (currently beta2) which breaks compatibility with older Tcl versions. You can build pgtcl-ng 2.0.0 with Tcl-8.6, 8.5, or 8.4. Refer to the NEWS and ChangeLog files in the distribution for more information.
