PIUS 2.1.0 contains minor new features and several bugfixes and all users are encouraged to upgrade.

This release changes PIUS to always handle long keyids internally instead of short keyids. Short keyids are now forge-able (via collisions that are relatively easy to create), and using long keyids is required for ensuring users are signing the keys they intend. As such this release also requires any keyids specified on the command line to be long keyids. We highly recommend you add `keyid-format long` to your ~/.gnupg/gpg.conf.

This release also contains a variety of bugfixes.
