BREAKING CHANGES

• PGF/TikZ now requires support for the braced \input{...} syntax, i.e. TeX built with Web2C 2020 or newer.
• When using LaTeX the internal functions \pgfutil@IfFileExists and \pgfutil@InputIfFileExists are now aliases to their counterparts from the LaTeX format. This could potentially change the precedence in file lookup.
• The precision of the scaling operation from bp to pt has been improved, which changes all the values emitted in the PDF literals. [#1434]
