Fixed

  • /costs list view scaled poorly with no region filter — 80s → 1ms on 111k-row catalogue. Added composite index ix_costs_active_code (is_active, code) to cover the all-regions search hot path; companion to v2.8.3's region-leading index.
  • Seeded "Sarah Chen" demo account had role estimator, which neither registration nor admin update schema accepted. Aligned seeder + AdminUserCreate Literal on editor. Migration rewrites legacy rows; the estimator → EDITOR permission alias stays for backwards compat.
