🔧 QA↔BUILD Communication Fix

Fixed a critical SOP gap where QA broadcast notifications written to build.md were invisible to BUILD — /sync receive and /resume build now check build.md itself for incoming QA notifications.

🐛 Bug Fixes

  • /sync receive triple-check in BUILD — Now checks: (1) strategy directives, (2) qa.md FAIL reports, (3) build.md QA→BUILD notifications
  • /resume build dual QA check — Checks both qa.md FAIL + build.md QA notifications on startup
