It is works in Win 8.1, I tried another software but they had some issues.

The application is nice and sometimes it's working. It's a pity, that the developer wasn't aware of the basics of C and C++. So it's a lot of work to clean this app up and fix things. Sorry!

Best mpg cutter I have ever seen. The output video is just the same with original one. It does really direct stream copy. No re encode, so no quality loss. It is extremely fast. And it gives to the user very high control chance over the video with keyboard. You can find scenes easily. You don't struggle with the mouse to find what you looking for. When needed you can begin playing the clip with a simple keyboard strike. I think It is very better than paid software. For example I bought boilsoft a few weeks ago. It is just a disappointment. It has none of the futures I have mentioned above. Mpg2Cut2 is like virtual dub of mpg files.
