The file uploaded by this dev has 4 positives on VirusTotal (3 of which by Avira, Comodo and Symentec). It is possible they are false but unlikely as it is a simple conversion program which should not have any behavior that falsely triggers the heuristic alarms.

I have the same problem where Google chrome BLOCK's it from download :( It could be a mistake, but I am not going to test it out. If it is not a virus, whoever in charge should talk to Google Chrome to resolve it. Can't comment on the rest as I did not tried it.
