MCP Registry discovery metadata for the Decision MCP server.

This patch release adds the public package metadata required to register Mneme's local Decision MCP server with the official MCP Registry. It does not change the six MCP tools, authority semantics, retrieval, enforcement, or the Architecture Audit contract.

Added

• Root server.json describing io.github.MnemeHQ/mneme, the mneme-hq PyPI distribution, local stdio transport, and the uvx launch path for the optional mcp extra.
• MCP Registry PyPI ownership marker in the package README.
• Contract tests that keep Registry identity, package identity, launch metadata, and version synchronized with pyproject.toml.

Compatibility

• No runtime or protocol behavior changes.
• The frozen Decision MCP surface remains:
• decision.propose
• decision.propose_batch
• decision.get
• decision.search
• decision.applicable_to
• decision.trace
• Proposal acceptance, rejection, activation, supersession, enforcement, and trusted evidence remain outside the MCP authority boundary.
• mneme.audit/v1 is unchanged.
