What it does is uses existing screen reading software blind or vision impaired people have and read out IRC messages.
You may say doesn't mIRC have MS Agent built in?

JAWS and NVDA are currently supported screen readers in mIRC With Speech.
To begin with, MWS reads out all messages from channels, private messages notices, server notices etc.
It has sounds for user joins/parts from channels. If you're kick banned opped deopped voiced devoiced etc.
Successful identify, oper up rehash netsplit all of those too.
Most RAW is modified to deliver plain and easy to understand messages to the user, same with joins server notices hell most events have been re written.
MWS aims to be a client for both people new to IRC or even internet as well as experienced users and even IRC operators.
