This is C# .NET windows application that is used to manage passwords. Passwords are stored on the local file system in encrypted format.

Password are saved in a encrypted file at the exe location
Encrypted file is encrypted with the same master password that you configure first time you launch exe.
Password file cannot be decrypted with any other password than your master password.
