Virtual Magnifying Glass is designed for visually-impaired and others who need to magnify a part of the screen. Unlike similar programs it does not open a separate window for the magnification but instead puts a movable magnifying glass on screen.

Ridiculously cumbersome to get to move the dynamic magnifyer. Crosshairs showing where the mouse is positioned is like 30-50 pixels too high (Windows 7 bootcamp on late 2012 MacBook pro) Very disappointing. Would have been a great tool

Far too slow to respond to bug reports -- I just received an email suggesting a solution to a bug I'd submitted 2+ YEARS ago, after having replied to a request for more information myself just eight minutes after it was asked for.
