Download LXDE-on-Cygwin.zip.  Unzip it and run lxde-installer.exe
The program will be installed in the same directory with the zip file.
You can use cygwin-LXDE.cmd to start conemu terminal and cygwin-updater.cmd to update it.
In terminal you can run startx to run LXDE desktop or Cygwin-X is in windows start menu.
