Release-gate fix for 10.9.0: the 10.9.0 publish was blocked at its gate by one loki-ts type error and an engine10 size budget overrun, so nothing reached npm as 10.9.0. 10.9.1 ships everything listed under v10.9.0 below, plus these fixes.
Fixed
- Fix: the 10.9.0 release gate (loki-ts typecheck plus bun test) failed on tests/engine10/e2e.test.ts TS2532 and the engine10 core size budget (5000 of a strict < 5000 after the merges); both are fixed, so nothing was published as 10.9.0. tests/dashboard/test_cost_partial_surfaced.py drops its two render checks of the deleted legacy cost.html and proofs.html (CPE-24 L6).
