Jesperl was developed to be used with MAME's ZX Spectrum Next emulation. Running it and letting MAME connect to it allows the programs which run inside of the ZX Spectrum Next emulation environment to communicate with the internet using the internet access of the host computer.
Jesperl minimally emulates the behavior of an ESP8266 hardware module , which is the module used in the ZX Spectrum Next hardware project.
The code of jesperl_xtr.pl is distributed under GNU Affero GPL 3 or later.

MAME is a multi-purpose emulation framework. MAME's purpose is to preserve decades of software history. The source code to MAME serves as this documentation. The fact that the software is usable serves primarily to validate the accuracy of the documentation (how else can you prove that you have recreated the hardware faithfully?). Over time, MAME (originally stood for Multiple Arcade Machine Emulator) absorbed the sister-project MESS (Multi Emulator Super System), so MAME now documents a wide variety of (mostly vintage) computers, video game consoles and calculators, in addition to the arcade video games that were its initial focus.
