Indicator Framework Editor

This application allows creating and editing indicator frameworks with a 
hierarchical structure. It can be used for the assessment and evaluation of 
risks in a conflict analysis. In short, this tools provide a simple way to 
assign a risk assessment to a collection of topics, that are aggregated into a 
single evaluation due to the hierarchical structure of a tree.
