Bugfix - typo in main::db_connect, setting script variable $TZ does not work,
$ENV{'TZ'} is set instead to properly override system timezone settings.
Reimplementation to store timestamp in UTC with a benefit of database timezone
conversion (if the database has such feature enabled).
On output the history is displayed in localtime or in UTC with --utc parameter.
Database migration script included.
