To install iChair, download the latest ichair_release??.tar.gz file and the iChair Installation Manual.pdf. Some instructions in the manual can be outdated (especially about apache installation), but it should still contain most of the information you need.

The ichair_user_batch file is a small bash script that allows an iChair admin to create a batch of users from a simple CSV file. Edit the variables at the beginning of the script before running it.
