HyperFrames v0.9.12

A render to the top of a Windows drive, like D:\, now saves instead of failing. A refused cloud upload names the file and the reason, and a render whose page never loads fails once with a plain reason.
Fixes
- Producer: Fail a render once when its page never became ready (5cea10e76e687, #7154).
- CLI: Name the refused file and parameter when a cloud upload is rejected (11f43268a1ebc, #7155).
- CLI: An output in a drive root (D:) no longer fails before it is written on Windows (50ce9fb514fef, #7151).
