click to rtlpan.exe, then click download it

Place 3 files from osmocom's librtlsdr windows build
http://sdr.osmocom.org/trac/attachment/wiki/rtl-sdr/RelWithDebInfo.zip

rtlsdr.dll
libusb-1.0.dll
rtl_power.exe

into the same folder and then run rtlpan.exe

Also, it is better to have UAC turned off (as it ask for CreateProcess permissions).
