The nightly Heavy Tests run is green again.
v0.60.113.0 made full the one MCP registration surface for every plugin manifest, but the real-binary codex plugin install test, which only runs in the nightly Heavy Tests workflow, still expected starter in the installed manifest's arguments and in its tools/list oracle. Both now read REGISTRATION_SURFACE, so the test follows the manifest instead of a copy of it. This is a test-only change; gbrain itself behaves the same.
To take advantage of v0.60.128.0
gbrain upgrade installs the binary. There are no schema migrations.
