These files enable the production of the full Debian 8 (jessie) 32 or 64 bit archive on a 64 GB usb stick which can be used to install a system and can be re-mounted on the new system to install extra software.
These are the jigdo files which enable the actual image to be built. for details. You will need to download the jido file and the corresponding template. See https://www.debian.org/CD/jigdo-cd/
Once jigdo is set up about 60 GB will be downloaded from a debian archive (eg ftp.debian.org). This will take upto 20 hours with a good adsl 2+ connection. The 60 GB has to come from somewhere.
It is ureasonable to expect anyone to host the two 60 GB files so the the jigdo download protocol is being used.
