Changes

Fix Skill package metadata so mutable GEP runtime files are documented under $EVOLVER_HOME instead of referenced as bundled package files.
Improve SSE reconnect behavior for idle stream drops and Hub rate limits by resetting stable-stream backoff sooner and honoring Retry-After for HTTP 429 responses.
Include the shared CLI options entry point in the public package manifest and npm tarball allowlist.
