ETS2LA C# 3.4.24

• Close ETS2LA if it's already running. This will display an error.
• AudioHandler Queue() no longer allows files that don't exist. These would previously cause a crash.
• PluginApiHandler no longer crashes when missing a network connection or the server is down.
• Drk - Fix a case where ETS2LA could close before the crash report gets sent via telemetry.
• Drk - Don't write spectre markup into ets2la.log.
• Drk - Use memory editing for acceleration on Linux. This will be ported to Windows when the implementation is stable.
