ETS2LA C# 3.4.16

• Implemented KalmanFilter in ETS2LA.Shared.
• The KalmanFilter is now used to determine vehicle speed in TruckersMP. The resulting speed should be drastically more stable.
• As a result of this update, tumppi066.laneassist will also be updated to utilize the new KalmanFilter.
