An incredibly good design along with a lot of features made EO one of the very best framework for designing stochastic metaheuristics for hard optimization. It may be a little bit difficult to apprehend if you are new to C++, but it is definitely worth doing the effort. After having test (and code) several frameworks, I now use and recommend EO.
