1. Upload all the files to your webserver via FTP
2. CHMOD config.php to 0666
3. CHMOD /xmls/ Folder to 0777
4. Gather the following information:
        a. Absolute path to where you uploaded the files to (/home/account/ect/httpd/www/east/)
        b. The URL path to where you uploaded the files to (http://somesite.com/east/)
        c. The Database name with the Username and Password
5. Run the install.php file to step you through installing the database and creating the config.php file.
6. If the install.php file does not lock, delete it from the server via FTP.
7. Goto the URL of where you installed the files (http://somesite.com/east/index.php)
