Notes:
The original release was on 2012-12-27, but some files (License info and a batch file) where not included therefore a new version of the 2.3 bin release was provided on 2013-01-02.

Changes:
The following improvements have been made in release 2.3. 

New Features:
- Extending Signals class to support larger ECG files (BufferedSignals and IBufferedSource).
- Adding support for ECG formats:
 * ISHNE, and
 * MUSE-XML (RestingECG).
 * OmronECG

Remarks:
- The new BufferedSignals class is designed to support older plug-ins (only providing first 10s of ECG).
- Additions to the toolkit to ease development of new ECG format support is still in development (DataSection).
- Development of the C# ECG Toolkit has migrated to MonoDevelop.
- Windows CE support is no longer available through provided solutions
- ECGTool.exe, ECGPrint.exe and ECGStoreSCU do not fully support ISHNI files yet, full support will follow in next release.

Bugs Resolved:
- Open File failed: bad value in birthTime (ID: 3067508)
- Standards formats unavailable for Rest ECG (ID: 3044207)
- Cross-platform compatibility? (ID: 3044127)
- SCP compression bug resolved (code caused the signal to be reduced by 1 sample in some cases)
