Club member administration Files

A lot of bug fixes and some major changes:

- Updated online help and added help table to database administration (changed database version to 2.03)
- Improved handling of additional languages (thanks to Mark Visser)
- Improved installation routine (e.g. check if directories are writeable, added default language, added backup directory, ...)
- Updated "end of year" procedure
- Worked on documentation and moved it to a separate container
