A patch release: copied workflow packs load cleanly, and release notes now come from this changelog.

Fixed

• A workflow pack copied into a project with archon plugin copy no longer reports a load error for a YAML file at the pack's root, such as an example config. A directory that holds archon-plugin.json is read only by the pack loader, so installed and copied packs load the same tree the same way. (#3505, [#3512])
• Release notes on GitHub are built from this changelog's section for the version, with breaking changes first, instead of being replaced by generated notes. (#3518)
• The schema-upgrade check reads the v0.11.0 SQLite schema, so pull-request CI passes again. (#3517)
