The Bat File also mimics Adob's clean install process, going a little further by killing flash player and some flash dependent processes. The bitsadmin protocol might take a minute to start the download and for some reason in generally slower and obtaining the install and downloading it, but works never the less. Because of the bitsadmin protocal is slower than dirt I implimented one partially in PowerShell to do the downloading nd its way faster. So if you have PS installed go for it. I have noticed that on our windows 7 64 bit pro machines at the office the PS version does not work. It acts like the Start-BitsTransfer protocol is disabled, so depending on the enviroment the PS version might not work. You might have to enable it: https://technet.microsoft.com/en-us/magazine/ff382721.aspx
