MySQL account has no privileges?

I admit I'm a bit new to this stuff, but it seems that the provided MySQL
installation has one account, ''@'localhost' with a blank password, and no
privileges. How can I create an account with privileges, or grant privileges
    to the existing account?

If it helps any, I'm using the Windows x64 version of Z-WAMP.

Just in case you haven't found a solution yet.

There is also root account, no password.

Have a look here for adding users.

Ah, thanks. I don't know why I didn't find that one. (I did try root/root at
    one point.) ^_^
