#1 createLocator factory needed

At present its not possible to create locators in
pythonscripts or dtml/zpt methods, since ttw methods for
security reasons are not allowed to access the
Products.ZTM2.Locator class constructor directly. We need
a "createLocator(address)" method on the topic tool to
facilitate construction of new locators (they are immutable
after all).
