#12 3.0.8: Recognize "maxfilelocks" limit

This patch finds the RLIMIT_LOCKS constant when present
in e.g. <sys/resource.h> and ties it to the "limit
maxfilelocks" builtin command.

The patch also includes a minor fix to improve
recognition of RLIMIT_ constants, and an awk
portability fix, both copied from the 3.1.9/4.0.1
sources.
