#62 Change ConnectDelay on the fly via irc

I'm not sure how many users the average znc admin has, but I've got 300 right now, and I would find at least one of the following very useful:
1. A command to change the connectdelay in the main status module?
2. A command to bypass the delay so as to make certain users (or even just the current user) connect immediately
3. A BypassConnectDelay user config item

    The connectdelay option in the config is also not updating when I rehash the config; I started out with it set to 600 seconds, and even though I've since changed it to 30, my adminlog log still only shows one connection every 10 minutes or so

    I assume the delay IS in seconds, not minutes.

    1. Sounds like a good idea (but perhaps I'd do it in the admin module, dunno)
    2. More or less possible, but if the ispoof file is currently in use by some other user this command is bound to fail. With 300 users I'd expect you to have a quite low ConnectDelay which means your ISpoofFile will be locked quite often.
    3. No idea how to sanely implement this. Basically this would mean that when you start ZNC, all these users connect at the same time. That wouldn't be too funny... Oh and no idea how to sanely code this either. :/

    For that ConnectDelay change: Rehash does read the new value from znc.conf, but connecting users is handled via a timer and that timer isn't restarted on rehash. I'll understand this as a bug report and make rehash restart the timer (after the next release)
