If one connects a ZNC to itself, it will forward message in a loop causing traffic spikes. Because this transfer is over localhost, this becomes CPU-bound which is not nice either.

We could check if we receive raw 001 twice or send a special PING to the client on login (and if such a ping comes in from the irc server, disconnect the ping) or reply to /version ourselves and watch for those replies.

    I don't think we should send stuff over the IRC connection.

    Rather, check port + SSL settings and the user name. If they match, print a huge warning.
