#5 Register 404 sites

404 File not found url's should be registered. Many
systems allow a user to send all 404-requests to a
specific page. This should have a code which registeres
the reference url and the 404-site. A stat of e.g. the n
latest 404's, or all 404's within n weeks should be kept.
