Chars that should be url encoded cannot be used for password

            The parameters for the urls are not correctly encoded for 
links, mostly on the users area. The result is that chars 
that should be url encoded (e.g. #) is parsed incorrectly 
in links, and if a password contains these chars will it not 
be accepted when used in links.
