#24 Goal failure tracking and recovery

When a plan to acheive a goal fails after a plan is scheduled (perhaps because a task could not execute) Zeus agents simply continue - there is no replanning.

The agents should replan if possible when a plan fails and there is still time to schedule another attempt. Some mechanism for reporting failure seems to be needed.
