#13 Categories with single quotes in upgraded galleries

Affected versions: v0.8.4, v0.8.5

Defect: Categories with single quotes in upgraded
galleries show broken links. Also, trying to add a
new category with a single quote brings up an
unhandled error.

Reason: The upgrader script for v0.8.4 doesn't check
existing category names for correctness. Also, the
category tools in the Admin CP don't do a good job of
handling erroneous names.
