#1 Input filter for BSD process accounting

Input filter for BSD process accounting info (as
produced by "lastcomm", which itself translates the
binary accounting info into text). Pretty much
cut&paste from the syslog filter, including the date
setting dialog..

Please be aware that process accounting can easily
produce huge files (>1M lines per day on a moderately
busy machine). You most likely will have to trim this
before importing.

The attached file goes straigt into src/filters/ (no
patch), just need to add it to the top-level Makefile.
