Hi,

The validator asserts (in DtbookTests.java) that "the spec implicitly
requires a smilref attribute to be set" for all pagenum elements.
However, the spec says that pagenum[@page='special'] is allowed to be
empty (there is no page number, given or implied), and in such a case it
seems to make sense to not require a smilref attribute.

The reason I bring this up is that the Daisy Pipeline does not add
smilref attributes to such contentless pagenum elements, and
consequently the pipeline job fails when ZedVal comes to validate it.
