Here are some thoughts.

What do you want to export ? just the names of the users? the passwd ? the
other properties like language, time zone etc.
There are many other things that are too much entangled, like user groups,
roles and the rights to read/write over hostgroups, and thouse which hosts
are in those groups. You should consider all that.
