Hi,

I don't think that this is possible. You have to use two different 
Hosts. Maye with underscore and group shortcut or so.

The permissions for the template are only for the template. Access to a 
host means to the whole host with all items and triggers.

The only thing which happens is in your scenario that the users can't 
see, that items depends of a template.
