PyYAML works properly and dumps the date according to the specification (http://yaml.org/type/timestamp.html)

Can you please report a bug for the Ruby parser which shall accept the date without 'Z' at the end ?
Otherwise you will face the issue with other libraries as well.

Can you may be extend Ruby parser in the same way it is possible for PyYAML to fix the issue where it actually occurs ?
