#2 Not sure how to commit in CVS

I have a new request... I've been using CVS, and I'm
not sure whether its working like it is supposed to.
What I mean is that I can import stuff, and it looks like
its connecting now, and sending stuff, but I can't hit
modify, add, or commit.

How do I get to a point where I can add or commit a file
in CVS.
