#18 new Debug mode

right now, there is a devel environment variable in
web.xml. This mainly causes messages to be displayed
to System.out.

Add a new mode, debug, that turns off cachine as
well. Could optionally turn off caching in devel, but
you might want to test caching while having devel
messages output.
